BIOS:

Linda Cureton

Linda Y. Cureton is the Chief Information Officer (CIO) for the National Aeronautics and Space Administration (NASA).  As NASA CIO, she provides the requisite leadership to transform the management of information technology (IT) capabilities and services to support and enable NASA’s mission.  She ensures that the Agency’s information resource management (IRM) strategy is in alignment with NASA’s vision, mission, and strategic goals.  Accordingly, Ms. Cureton ensures the development of integrated IRM strategies, including standards, policies, NASA Enterprise Architecture, IT security, management, and operations.  She has the responsibility, authority and accountability for ensuring that NASA’s information assets are selected, controlled and evaluated consistent with federal policies, procedures, and legislation. 

Ms. Cureton was appointed as the NASA CIO in September 2009.  Prior to this appointment, Ms. Linda Y. Cureton served as the CIO of the NASA Goddard Space Flight Center (GSFC) and led the Information Technology and Communications Directorate.  As the GSFC CIO, Ms. Cureton was responsible for ensuring that GSFC’s information assets are acquired and managed consistent with Agency and Federal Government policies.  She was responsible for ensuring that the Center’s Information Technology strategy aligns with NASA’s vision, mission, and strategic goals. 

Prior to her arrival at GSFC, Ms. Cureton was the Deputy Chief Information Officer of the Bureau of Alcohol, Tobacco, and Firearms (ATF) and led the Office of Science and Technology as Deputy Assistant Director.  The Office of Science and Technology is responsible for providing leadership in the innovative and efficient application of science and technology used to collect, clarify, and communicate information needed to reduce violent crime, collect revenue and protect the public.  As the ATF Deputy CIO, she was responsible for ensuring that the use of Information Technology for the Bureau’s mission and business requirements fulfill customer and stakeholder needs.

Previously, Ms. Cureton served in executive positions at the Department of Energy and the Department of Justice.

As a strong advocate for the practical application of technology, she has served as a member of organizations such as the Government Information Technology Investment Council, the American Council for Technology, and Women in Technology.

Ms. Cureton earned a Bachelor of Science Degree from Howard University in 1980 graduating magna cum laude with a major in Mathematics and a minor in Latin. She also received a Master of Science Degree in Applied Mathematics from Johns Hopkins University in 1994, and a Post-Master’s Advanced Certificate in Applied Mathematics from Johns Hopkins University in 1996. She performed extensive research in numerical analysis and has been published in the “Journal of Sound and Vibration.”

She currently resides in Maryland with her husband and mother.

Kimberly Hancher

Kimberly Hancher has been a contributing member of the Federal Information Technology (IT) community for over 25 years. She began her career at the Department of Veterans Affairs managing technical support for mainframes, minicomputers, and local area networks supporting over 10,000 users. She joined the Federal Communications Commission (FCC) in March 1998 charged with leadership of the E-Government Program - electronic filing, electronic licensing and public access systems. Since 2008, Kimberly Hancher has served as the chief information officer (CIO) for the Equal Employment Opportunity Commission, coordinating information technology service management for the EEOC headquarters and more than 50 field locations.

Ms. Hancher has been active with The Angels Network, a philanthropic group of volunteers who raise funds to help homeless programs in the DC metro area.  For several years, she directed its Intern Mentoring Program, which provided college-age summer interns with lunchtime seminars about the value of philanthropy and the importance of networking, effective interviewing, personal presentation and money management skills. She was the CIO for The Angels Network from 2004 to 2007 with lead responsibility for the group's Web site and electronic communications. Ms. Hancher was president of The Angels Network from 2007 to 2010 and still serves on the Board.

Amy Morris

Amy Morris is an award-winning journalist who specializes in federal news.  She is the co-host of The Federal Drive on Federal News Radio 1500 AM.  So now, her alarm wakes her up at 3am just so she can make it to work on time.

In addition to her duties as Executive Editor and Anchor at FederalNewsRadio, Amy serves as a frequent guest analyst on NewsChannel 8, and is a regular contributor on WTOP.

Amy ran - and finished - the Marine Corps Marathon in 2009.  It was her second successful marathon, and probably her last.  These days she spends her free time practicing Yoga, running, and strength training. She especially enjoys live music.

Amy is a proud graduate of the University of South Carolina and is a small-town girl at heart, having grown up in a small rural town in South Carolina where much of her extended family still lives.

But, in Washington, Amy keeps a close eye on the federal government.  She focuses on progress being made on the smart grid, how the government is going green, transparency and open government initiatives, and other major innovations that might impact federal managers, your agency, and how you do your job.

Susan Swart

Susan H. Swart, Chief Information Officer, Bureau of Information Resource Management

Susan H. Swart, a member of the Senior Foreign Service with the rank of Minister Counselor, was appointed as the Chief Information Officer for the Department of State in February 2008.  As Chief Information Officer she is responsible for the Department’s information resources and technology initiatives and provides core information, knowledge management, and technology (IT) services to the Department of State.

Prior to assuming her new position, she was the Deputy Chief Information Officer (DCIO) for Business, Planning and Customer Service and the Chief Knowledge Officer from April 2006.  From 1989, when she joined the Foreign Service, to 2006, she served in a number of positions in Washington and overseas, including the Dean of the School of Applied Information Technology (SAIT) at the Foreign Service Institute.  Prior to her SAIT assignment, she served as Information Management Officer in Cairo, Egypt, Office Director for Customer Service, Bureau of Information Resource Management (IRM), Deputy Executive Director in the Bureau of East Asia and Pacific Affairs (EAP) and Special Assistant in the Bureau of Administration (A).  Her overseas Information Management assignments also include Caracas, Venezuela and Lima, Peru.

Ms. Swart is a graduate of the National War College.  She received her undergraduate degree from Virginia Commonwealth University.


Kathleen Turco

Kathleen M. Turco was appointed as Associate Administrator of Governmentwide Policy, effective May 3, 2010.

Turco will direct the Office of Governmentwide Policy, which develops and evaluates policies for management of the federal government’s internal operations. The Office of Governmentwide Policy is one of the few policymaking organizations in government.

Previously, Turco served as the agency's Chief Financial Officer, ensuring compliance with financial policies governing the $17 billion in financial activity for federal buildings, acquisition management, citizen services, and governmentwide policy.

Turco came to GSA from the Internal Revenue Service (IRS). At IRS, she served as the Director of Financial Policy, Planning and Programs in the Office of the Chief Information Officer from 2001 to 2002 and was the IRS' Deputy Chief Financial Officer for Strategic Planning and Budgeting. In that position, she directed the IRS strategic planning and budgeting from 1998 to 2002.

Prior to IRS, Turco was an examiner at the Executive Office of the President’s Office of Management and Budget for 10 years. She began her career with the Department of Education.

Turco was the recipient of a 2006 Presidential Rank Award as a meritorious executive and the 2008 Donald L. Scantlebury Memorial Award for Distinguished Leadership in Financial Management Improvement.

She has an undergraduate degree from the University of Maryland and a Master’s of Business Administration from the University of West Florida.

 Molly Wilkinson

Molly is Republican Deputy General Counsel and U.S. Senate Homeland Security and Government Affairs Committee

Molly Wilkinson joined the U.S. Senate Homeland Security and Government Affairs Committee in January 2009 as the Republican Deputy General Counsel with primary responsibility for the acquisition policy issues.  She has over thirteen years experience in government acquisitions, first for the New York State government and most recently in the federal government. 

She served in Iraq  for U.S. Department of Defense, was the Chief Acquisition Officer at the U.S. General Services Administration and Chief of Staff of the U.S. Small Business Administration. 

She is a graduate of the College of the Holy Cross and Albany Law School and is a member of the New York State Bar.  She is a native of Upstate New York.
