Neustar provides the North American communications industry with essential clearinghouse services, operating the authoritative directories that manage virtually all telephone area codes and numbers, and enable the dynamic routing of calls among thousands of competing communications service providers in the United States and Canada. Neustar also manages the authoritative directories for the .us and .biz Internet domains, as well as for Common Short Codes, part of the short messaging service, or SMS, relied upon by the U.S. wireless industry.
Lisa Hook, President and COO
Lisa Hook joined Neustar as President and COO in January, 2008, after spending more than a decade at AOL and Time Warner in a variety of senior executive-level posts, including president of AOL Broadband, Premium and Developer Services, AOL Anywhere, and AOL Mobile franchises. Among other executive positions in the telecommunications industry, Ms. Hook served as legal adviser to the Chairman of the Federal Communications Commission (FCC), and was senior attorney at Viacom. She holds a bachelor’s degree from Duke University and a J.D. from the Dickinson School of Law at Pennsylvania State University.
Kay E. Monroe, Vice President, Tax
Kay E. Monroe is Vice President, Tax at NeuStar. Kay joined Neustar in 2007 and is responsible for overseeing all aspects of global tax planning, policy and compliance for the company. She also serves as Assistant Treasurer. Prior to Neustar, Kay was Director, Global Tax Accounting for Danaher Corporation and was a Tax Director at PricewaterhouseCoopers LLP. Kay has more than 14 years of corporate tax experience. Kay holds a bachelor’s degree in economics and a master’s degree in taxation, both from George Mason University, and is a certified public accountant.
Sandy Lee, Senior Director, Technical Project Management Team
Sandy Lee is the Sr. Director of the Technical Project Management Team. Sandy Joined Neustar in 2001 and is responsible for overseeing all Project Managers for Shared Services. Prior to Neustar, Sandy was a Technical Task Leader for SAIC and a Systems Engineer for IBM. Sandy holds a bachelor’s degree in engineering from the University of Virginia.
Debra Bourget, Senior Director, Professional Services
Debra Bourget is a Senior Director of Professional Services, and is responsible for the implementation of Neustar solutions for our customers and overall customer satisfaction. She joined NeuStar in 2003 with the acquisition of BizTelOne, where she built and managed the customer support infrastructure. Prior to her tenure at NeuStar, she held a variety of positions with CyberCash and WorldPay, both leading providers of e-commerce solutions worldwide. Bourget holds a bachelors degree from the University of Delaware.
Louise Slark, Senior Director, Total Rewards
Louise Slark is the Senior Director of Total Rewards. Louis joined Neustar in 2008 and is responsible for the development and on-going administration of the compensation programs, both cash and equity, as well as the health and welfare benefit plans offered by Neustar. In addition, Louise is responsible for the Human Resources Information System (HRIS), for which the primary technology utilized includes PeopleSoft and third-party (SaaS) software. Louise came to Neustar with over 25 years of experience in the human resources area, spending half her career as a consultant at various professional service firms (Ernst & Young, KPMG, RSM McGladrey) and the other half in an corporate HR function at Verizon. Slark holds a bachelors degree in accounting from Towson University.
Jean Foster, VP, Marketing and Channels
Jean Foster is the VP of Marketing and Channels. Jean joined Neustar in June 2009 with 20 years of international experience in the telecommunications and IT industries. she has provided leadership in marketing, business development, product management and product development. Prior to joining Neustar, Jean was the Head of Marketing for British Telecommunication, VP of Marketing, Sales Operations at VeriSign and Head of Marketing for GE's Global Exchanges Services division.
